He was Foreign Secretary in Rockingham's short-lived government of 1782 and was Secretary of State in the Duke of Portland's government of 1783-84. He supported the French Revolution in 1789, but by 1804 was instrumental in bringing down the government of Addington who had failed either to preserve the peace or to prepare for Napoleon's threat of invasion.
